Job Title: Government Contracts & Bid Manager
Job Type: Full-time, Contract
Working Hours: U.S. Eastern Time business hours
Location: Latin America
About the Company
Our client is a newly established U.S.-based company entering the government contracting space, initially focused on supplying products to federal, state, and local government agencies, with plans to expand into services.
They are looking for an experienced Government Contracts & Bid Manager to establish and manage their entire government bidding operation. This person will take ownership of identifying opportunities, evaluating bid eligibility, preparing proposals, managing submissions, and overseeing contracts through award and delivery.
This is an opportunity for someone who can build processes from the ground up, work independently, and help develop a sustainable government contracting pipeline.
About the Role
The Government Contracts & Bid Manager will be responsible for managing the full government procurement and bidding lifecycle. This includes monitoring federal and state/local procurement opportunities, assessing which bids are commercially viable, coordinating with suppliers, preparing compliant proposals, and managing post-award requirements.
The ideal candidate has hands-on experience with SAM.gov, government procurement portals, bid preparation, and contract compliance. They should be comfortable taking initiative, managing multiple deadlines, and making informed recommendations on which opportunities the company should pursue.
Key Responsibilities
1. Government Contract Opportunity Research
Monitor federal procurement opportunities through SAM.gov, GSA eBuy, and relevant agency portals.
Identify opportunities across state, county, city, school district, and other local government procurement platforms.
Use bid aggregation and intelligence platforms to consolidate searches across multiple jurisdictions.
Build and maintain saved searches, keywords, and relevant NAICS, PSC, and NIGP codes.
Research historical government spending and contract awards to identify potential buyers and upcoming opportunities.
2. Bid Evaluation and Strategy
Review solicitations, including RFQs, RFPs, IFBs, and other procurement notices.
Evaluate specifications, quantities, delivery requirements, eligibility criteria, deadlines, and evaluation methods.
Assess supplier availability, product pricing, lead times, licensing, insurance, and bonding requirements.
Prepare bid/no-bid recommendations based on estimated costs, potential margins, risks, and the company's ability to deliver.
Maintain an organized bid pipeline and calendar to track opportunities from identification through award.
3. Proposal Preparation and Submission
Prepare compliance matrices and checklists to ensure every solicitation requirement is addressed.
Coordinate with suppliers and manufacturers to obtain quotes, product specifications, and authorized-reseller documentation.
Develop and assemble proposal packages, including cover letters, technical responses, pricing schedules, and company information.
Complete required government forms, certifications, affidavits, and vendor documentation.
Submit proposals through SAM.gov, government procurement portals, email, or other required channels.
Monitor solicitation amendments, respond to clarification requests, and participate in pre-bid conferences when necessary.
Ensure all proposals are complete, compliant, and submitted before the deadline.
4. Contract Award and Administration
Follow up on submitted bids, award announcements, and bid results.
Request feedback or debriefings on unsuccessful bids and identify areas for improvement.
Coordinate post-award requirements, including contract reviews, insurance certificates, and performance or payment bonds.
Work with suppliers to coordinate product fulfillment and delivery.
Track contract performance, delivery deadlines, invoicing, payment, renewals, and reporting obligations.
Build relationships with government contracting officers, procurement staff, small-business liaisons, suppliers, and potential teaming partners.
5. Government Registrations and Compliance
Manage and maintain the company's SAM.gov registration, including its UEI, CAGE code, NAICS/PSC codes, and representations and certifications.
Maintain the company's SBA Small Business profile and assess eligibility for relevant small-business programs and set-asides.
Register the company across relevant state and local government procurement portals.
Coordinate business licenses, state registrations, resale certificates, and tax-exemption documentation.
Coordinate insurance requirements and certificates of insurance.
Work with insurance and surety brokers to establish bonding capacity when required.
Stay current with federal acquisition regulations (FAR), agency-specific requirements, and state and local procurement rules.
Maintain an organized library of company documents, certifications, licenses, capability statements, and proposal templates.
Required Qualifications
At least 3 years of hands-on experience identifying, preparing, and submitting government bids and proposals, with demonstrable contract award results.
Strong experience using SAM.gov, including entity registration, opportunity research, and proposal submissions.
Experience navigating state and local government procurement portals and managing vendor registrations across multiple jurisdictions.
Working knowledge of federal procurement processes, including FAR fundamentals, RFQs, RFPs, IFBs, government set-asides, simplified acquisitions, and GSA purchasing.
Understanding of government contract requirements involving insurance, bonding, licensing, and certifications.
Experience using bid aggregation, procurement intelligence, or government contract research platforms.
Ability to use AI tools to support opportunity research, solicitation review, and proposal preparation while verifying all requirements.
Excellent written English and professional communication skills.
Strong organizational skills and the ability to manage multiple bids and competing deadlines.
Proficiency in Microsoft Word, Excel, Adobe Acrobat, and document management tools.
Preferred Qualifications
Experience with government product supply or resale contracts, including supplier coordination and pricing.
Familiarity with GSA Multiple Award Schedule (MAS), GSA Advantage, or state cooperative purchasing contracts.
Knowledge of SBA small-business programs and state-level minority, women-owned, or other small-business certifications.
Experience with Florida state and local procurement systems, including MyFloridaMarketPlace, or other Southeast U.S. markets.
Relevant training or certifications in government contracting, bid management, or proposal development, such as APMP, APEX Accelerator, or NCMA programs.
Spanish language skills are a plus.
Ideal Candidate
We are looking for someone who:
Takes full ownership of the bidding pipeline and overall results.
Can independently build and manage a government contracting process from the ground up.
Proactively identifies new opportunities, potential buyers, suppliers, and teaming partners.
Has strong attention to detail and understands that incomplete documentation or missed deadlines can disqualify a bid.
Demonstrates sound judgment when deciding which opportunities are worth pursuing.
Communicates confidently and professionally with suppliers, government procurement teams, and internal stakeholders.
Is comfortable using technology and AI tools to improve research and proposal workflows.
What Success Looks Like
Consistently identifying qualified government contracting opportunities.
Submitting complete, compliant proposals with no missed deadlines or preventable disqualifications.
Building a healthy pipeline of opportunities and increasing contract award opportunities.
Maintaining accurate and up-to-date government registrations, licenses, certifications, insurance, and bonding requirements.
Monitoring contract profitability and ensuring awarded contracts meet projected margins.
Providing regular pipeline updates, performance reports, and recommendations to company leadership.
